2024 Battle of the Plans: Awards Ceremony & Press Conference

Join us for an extra HAPPY hour at Craft Local on August 28th as we announce & celebrate the two winners of the 2024 Battle of the Plans program. Both winners will receive a $50k grand prize package designed specifically to help them to open/expand a storefront in the downtown Billings Central Business District.


The 2024 Downtown Billings Battle of the Plans program and competition began in March 2024. Over sixteen different retail business concepts were submitted to the first phase of the program. Each of the business concepts were submitted for consideration as a new or expanding storefront for the downtown Billings Central Business District. After completing Phase Two requirements, the participants then qualified to compete in this third and final phase of the program: The Competition. Twelve business plans were submitted and pitched in-person for the final competition.  Two winning business plans (one New Business and one Expansion Business) are scheduled to be announced August 28, 2024 and will be award grand prizes valued over $50,000 in eligible expenses

 Two businesses (one new/one expansion) with the winning submissions (“Grand Prize Winners”) will each receive:

  1. $40,000 in reimbursable funds toward eligible expenses:
    • Signage
    • CPTED recommendations 
    • Architectural and engineering design fees
    • City permit fees
    • Obsolescence that requires a change of use and Defectiveness or noncompliance with current building and fire codes
    • Electrical and/or Plumbing service upgrades and Energy efficiency upgrades (exterior windows & doors, HVAC)
    • Facade & storefront restoration
    • Streetscaping & landscaping (lights, trees, sidewalk, curb, gutters, vaults, public art)
    • ADA accessibility expenses
    • Relocation of utilities 
    • Rent assistance
    • Marketing, advertising, & promotion
      *Ineligible expenses include:  FF&E, Paint, Flooring, Inventory & supplies for the business, Operational & soft costs (salaries, wages, insurance, taxes, POS, website, cleaning, maintenance), Cosmetic & aesthetic features, Telephone & internet. 
  2. Free First Year Downtown Billings Association membership, ($300 value) 
  3. A Pop-up Location in the TIFD for the Fourth Quarter of 2024 or First Quarter of 2025.  
  4. One-on-one with partnering property owners offering lease/build-out allowances.

Phase I—Submit Initial Business Concept
If your business concept advances through the initial jurying, you will be invited to move on to the second phase of the contest.

  • March 1st – March 13th: Phase I, Call for Business Concepts (All concepts must be submitted by 4pm, March 13, 2024 deadline.)
  • March 13th-20th: Phase I, Selections Committee reviews Business Concepts.
  • March 21, 2024: Finalists announced and invited to advance to Phase II

Phase II—Attend FREE Business Training Courses
Participants moving into Phase II will be given free registration to nine valuable educational business courses. Phase II finalists must attend a minimum of four of the outlined course offerings, but may attend all the courses if they wish. Participants seeking to expand an existing business are exempt from the Phase II course requirements but encouraged to attend a Scale and Growth session that will be offered for them.

  • March 26 – June 21, 2024: Phase II Finalists attend business courses and workshops.

  • Participants who complete Phase II will be given FREE access to the newly-launched AI powered Business Plan writing tool and consultation by EntrePlans.   • As Battle of the Plans finalists prepare their business plans for Phase III, the local Small Business Development Corporation (SBDC) team is offering one-on-one sessions to review the business plans and help finalists build financial projections.

Phase III—The Business Plan Competition
Heading into the final phase of the competition. All Battle of the Plans participants who complete Phase II requirements then more on to finalize and submit a detailed business plan by August 1, 2024 and present their plans at an in-person Pitch Event the week of August 12th. The two winning Business Plans (one new business/one expansion business) will be announced by August 27, 2024.

  • August 1, 2024: Phase III, Finalists Business Plan submission deadline.
  • Week of August 12th: Finalists present their business plans at an in-person pitch event.
  • August 28, 2024: The two Grand Prize Winners Announced.
  1. To assist with the opening of one new destination business in downtown Billings (within the boundaries of the Expanded N. 27th St. Tax Increment District – hereinafter TIFD), and one expansion of an existing business.
  2. To attract multiple new retail businesses to the Downtown Billings TIFD and strengthen our already established business base. Retail businesses also include entertainment/activity based businesses and food/eateries.
  3. Showcase the broad variety of business opportunities in the Downtown Billings TIFD.
  4. Fill available retail space with new businesses that complement the existing mix and highlight the potential for businesses to stand out.
  • Spring 2016, The Battle of the Plans program initially launches.
  • The 2016 winning business plan for the Business Expansion category was The Pub Station‘s Ballroom expansion.
  • The 2016 winning business plan for the New Business category was awarded to Vintage Apothecary.
  • November 2016, Vintage Apothecary opened their doors at 2818 Third Ave. North.
  • January 2017, The Pub Station’s ballroom expansion officially opened for business.
  • Spring 2017, A second iteration of the Battle of the Plans program launches.
  • The 2017 winning business plan for the Business Expansion category was Well Pared and their plan to open their second location.
  • The 2017 winning business plan for the New Business category was split between two plans; SomethingChic (a clothing boutique that came in 2nd place in 2016 Battle of the Plans New Business category) and a restaurant known as Mason Dixon.
  • Spring 2018, Battle of the Plans coordinators decide to hit the pause button on the program to give the 2017 winners more time to open.
  • September 2018, Funding issue cancels Mason Dixon’s plans to open  – Their Battle of the Plans winnings were transferred to the 2017 Battle of the Plans co-winner, SomethingChic.
  • September 2018, SomethingChic owner, Linda Brooks, starts a crowdfunding campaign to help raise the collateral to secure her Small Business Loan.
  • December 2018, Well Pared opens their downtown location at 2710 First Avenue North.
  • May 2019, SomethingChic opens at 2818 2nd Ave N.
  • October 2019, Vintage Apothecary owner stated her daily Bridger to Billings commute had grown tiresome and relocated her shop to Bridger, MT.
  • December 2022, Well Pared closes all locations after seven years as a brick and mortar (four of which included their downtown location).
  • January 2024, The Pub Station Ballroom (2016) and SomethingChic (2017) downtown Billings locations are still open for business.
  • March 2024, A third iteration of the Battle of the Plans program begins.

The Selection Committee will consist of a representation of Downtown Billings property owners, business leaders, community leaders and representatives from the Promotion partners: The DBA, Big Sky Economic Development, Cushing Terrell, EntrePlans, Start.Grow.Thrive., and Downtown Billings Partnership. 

Eligibility:

  1. This promotion is open to all legal U.S. residents, 18 years of age or older at the time of entry.
  2. Proposed retail businesses can be independent operations or franchised.
  3. If the proposed business concept features an expansion of an existing business, then the proposed expansion must be new to Downtown Billings and can only be the second or third store in the portfolio.
  4. Employees and temporary employees of the Downtown Billings Association, Contest sponsors, and the immediate family of each, are not eligible for entry. 
  5. All business concept submissions must be emailed, delivered, or postmarked to the Downtown Billings Association (DBA) by 5:00 p.m. on March 12, 2024.
  6. Willingness to commit to a 3-year lease in the Billings TIFD.

The 2024 Downtown Billings Battle of the Plans program and competition began in March 2024. Over sixteen different retail business concepts were submitted to the first phase of the program. 2024 Battle of the Plans: Submit Initial Business Concept

The Battle of the Plans is a three-phase entrepreneurship promotion and contest that includes valuable small business training for finalists. Two winning business plans (one New Business and one Expansion Business) will be award grand prizes valued over $40,000 in eligible expenses

Battle of the Plans is an amazing opportunity if either of the following statements are true for you: 

  • You have a great idea for a new retail business for Downtown Billings (Retail businesses also include entertainment/activity based businesses and food/eateries)
  • You have an existing business and are interested in expanding; either your current downtown Billings location or are considering downtown Billings as the neighborhood you’d like to open your second business location.

Phase I- Submit Initial Business Concept

Between March 1st and 13th applicants are invited to submit a two-page business concept by 4:00PM MST on Tuesday March 13, 2024.

This initial business concept includes an executive summary (in 800 words or less) and answers the following:

  • Describe the nature of your business and the products/merchandise you would carry or deliver.
  • Define your market (who would be an early user/customer).
  • How would your business enhance Downtown Billings
  • What resources would be needed to develop this concept (personnel, financing, equipment, etc).
  • What are your qualifications to develop/expand this business?

All business concepts that align with the program goals and include Phase I criteria will be submitted to the Selection Committee for review and jurying. Business concepts that advance through the initial jurying, will be known hereafter as Finalists. Finalists will be notified and invited to move on to Phase II of the contest no later than March 21, 2024.


How to Enter the competition:

  • Attend the March 1, 2024 Informational Open House at Rock 31 between 3:00-5:00pm to get a complete Battle of the Plans program participation packet. Or stop in to the DBA office to pick one up (M – Th 9am to 4pm).
  • Submit your business concept before 4pm on March 13, 2024.

  • October 2019, Vintage Apothecary owner stated her daily Bridger to Billings commute had grown tiresome and relocated her shop to Bridger, MT.
  • December 2022, Well Pared closes all locations after seven years as a brick and mortar (four of which included their downtown location).

The Selection Committee will consist of a representation of Downtown Billings property owners, business leaders, community leaders and representatives from the Promotion partners: The DBA, Big Sky Economic Development, Cushing Terrell, EntrePlans, Start.Grow.Thrive., and Downtown Billings Partnership. 

Eligibility:

  1. This promotion is open to all legal U.S. residents, 18 years of age or older at the time of entry.
  2. Proposed retail businesses can be independent operations or franchised.
  3. If the proposed business concept features an expansion of an existing business, then the proposed expansion must be new to Downtown Billings and can only be the second or third store in the portfolio.
  4. Employees and temporary employees of the Downtown Billings Association, Contest sponsors, and the immediate family of each, are not eligible for entry.

A little history behind Downtown’s Skypoint structure

Late in 1998, the members of the Downtown Billings Partnership, Inc. (DBP) celebrated with the property owners on Montana Avenue to mark the completion of the Montana Avenue Streetscape Project. It didn’t take long before the DBP began the process leading to a pedestrian friendly renovation of North Broadway. By the end of 2000, the DBP began seeking support for a plan that would include a “defining element” to be located at the intersection of N. Broadway and 2nd Ave. North….marking the very center of the Magic City.

The intersection of 2nd Avenue N. and N. Broadway was established as the official gathering area for our growing city. Yellowstone Valley Farmers’ Market had just established that footprint for their summer Saturday market, Strawberry Festival was only a few years old, and the Downtown Billings Association was developing plans for using that space for new and vibrant gatherings as described in the Downtown Billings Framework, an urban renewal vision plan completed in 1997-98.

The North Broadway Streetscape was slated as the first project of the vision plan implementation phase. The DBP cast the net towards local architects and challenged them to submit their ideas and concepts regarding the defining element.

Beaconing Rim, the original name of Skypoint, was submitted by A&E Architects as the Defining Element Competition winner. This important downtown feature was dedicated as “Skypoint” on May 31, 2002 by Mayor Chuck Tooley.

88 residential units coming downtown

Thanks to City Council’s 3rd TIF assistance approval this year alone

2022 has been a productive year for downtown development projects. To date, Billings City Council has approved three mixed-use developments that will produce 88 residential units and a handful of commercial spaces. The increase of residential units in the downtown core is much needed as supply of urban living options are scarce. Naturally, residents become employees and economic boosters to the community. The added presence of residents will bring with it more buy-in from investors, , developers, and businesses to the downtown neighborhood. The more investment that is focused on downtown, the more security measures, beautification efforts, and activations of spaces will occur. The result of which increases the visitation of the area, which ultimately further contributes to positioning downtown as a thriving asset for the Billings community as a whole.

On Monday, September 12, 2022 the City of Billings’ Mayor & Council unanimously approved TIF assistance for a multi-use development on one of the last underdeveloped buildings on downtown Billings Historic Montana Avenue.

The Old Billings Hardware Building located at 2802 Montana Avenue will be redeveloped by High Plains Architects to include a variety of commercial spaces mixed with loft-style apartments. The property is an existing historic building and was originally built between 1908 and 1909 when Downtown Billings was experiencing rapid growth due to the expansion of the railroad. The building’s prime location presents the opportunity to preserve the density of Downtown Billings while boosting the vitality and longevity of the city core. Presently, the vacant building sits among a walkable network of businesses, restaurants, parks, entertainment venues, and residential units that will be further strengthened with the redevelopment of the building.

Billings Hardware thrived as a business in this building until the property was sold to Scheels Hardware in 1957. Westwood Inc. Appliances moved in during the 1980s and Colburn School Supply was the last tenant in the 1990s before it became vacant. The property owners intend to activate the lower and ground levels with business activity while the second and third levels would house 24 market-rate energy efficient residential units. Council approved a reimbursement of $745,000 to go towards eligible infrastructure and façade expenses. The dollars are disbursed over five years, following the year in which the project is completed. The owners and developers are also pursuing the placement of the building on the National Register and plan to obtain LEED certification

In July of 2022, Billings City Council also approved a reimbursement of $250,000 towards infrastructure and façade improvements on 2520 1st Ave N, which will be known as the Lincoln Apartments. The award will be paid in a similar manner over the course of five consecutive years following the year the project is completed. The building will have 28 market-rate residential units with retail presence on the northwest corner of the property. 

The first TIF project approved of 2022 happened back in February when Billings City Council approved a reimbursement of almost $1.7M towards a brand new construction of a tower that will house 36 market-rate residential units with a retail presence on the northeast corner of the building.

Billings Mayor Bill Cole opens a dedication ceremony for the St. John’s United Gainan Commons with Gainan family members on Thursday. LARRY MAYER, Billings Gazette

St. John’s United celebrated its move into the former Gainan’s property in downtown Billings at 502 N. 30th Street on Thursday morning with a ceremony that included Mayor Bill Cole and other community officials.

The property was a gift from the Chuck and Mick Gainan families.

Officials from St. John say they plan multiple uses for the property, including services such as Medicare-certified Home Health and hospice services. Home Health and Hospice staff have been working off site since March at the onset of the COVID-19 emergency.

The building will be named St. John’s United at Gainan Commons.

St. John’s United has described the building’s acquisition as a major development for the organization.

Having a presence downtown has been a strategic priority of ours for a while,” CEO and President David Trost said in a statement. “It’s important to our mission not to be confined to a location but to serve our community and its members wherever the need is.”

The downtown building was built by Mick and Chuck Gainan and their mother, Betty, in 1988. In retirement, Betty Gainan continued as a significant part of the business while residing on the St. John’s United campus. David Trost, president and CEO of St. John’s United, recalls Betty Gainan’s dedication to the family business stating, “I remember one day when I had to give Betty a ride to the office to sign payroll checks as our bus was out of order.”

St. John’s United is a Montana nonprofit human services organization providing care from birth-parent counseling, adoption, mental health counseling, employment, housing and health care.

What’s NEW in the world of downtown’s TIF district?

Here is an update for on recent/current TIF projects in the downtown billings TIF district. Downtown Billings consists of many TIF projects (past, present, and ones that are still ‘to-be’). If unfamiliar with TIF, learn more in our “What is TIF?” article.

Downtown revitalization and restoration projects have proven to be critical to a city. Downtown, is most commonly where you will find the largest cluster of historical properties, businesses, arts, and cultural focal points coming together. Downtowns and uptowns often link other parts of the city geographically, financially, and culturally making them crucial to the city economically. As a result, downtowns drive economic engines and serve as tourism hubs. More importantly, TIF districts help stabilize taxable value making sure the city center has resources to leverage in the future for its growth.

Wise Wonders Science & Discovery Museum & Ebon Coffee Collective
3024 2nd Ave N

704 Properties, the private entity that leases to Wise Wonders Science and Discovery Museum, applied for TIF at the end of 2019. Their application for roof, parking, bathroom, and facade improvements was approved by the Billings City Council. The approved, permanent, building improvements generate tax increments that will be invested back into the district for further downtown redevelopment and revitalization. Formerly Good Earth Market, this specific building, sat vacant for a number of years. It now houses the growing needs of the Wise Wonders Science and Discovery Museum and Ebon Coffee Collective. The museum is a city attraction that brings visitors to our city and draws community to downtown in particular. 

Best Western Plus, Clocktower Inn
2511 1st Ave N

The Clocktower Inn recently remodeled the exterior of their hotel. They enhanced their outdoor common space between Stella’s Kitchen & Bakery and the Hotel. The improvements include; new landscaping, a metal art mural, gas firepit, and updated utility lines. Major private investment was involved but some TIF funding was granted towards this project as well. The enhancements are something the community and patrons of the Clocktower Inn and Stella’s Kitchen & Bakery will enjoy.

Billings Symphony Orchestra & Chorale
2824 2nd Ave N

The Sukin Family donated their building that corners 2nd Ave N and N. 29th Street, in December 2019 to the Billings Symphony Orchestra & Chorale. Existing tenants of the building include; SomethingChic, Fresh Hair Studio, Brockels Chocolates, and Sassy Biscuit Co. The Billings Symphony Orchestra and Choral intend to occupy the corner space of the building giving the community organization a street level presence it has not previously had. Prior to this change in ownership, the large corner space within this building has remained vacant for over 5 years. The building as a whole stands in need of architectural, foundational, and utility upgrades and with some TIF assistance the Symphony is working with A&E Designs to create a space that will be enjoyed and accessed by the public. The downtown area will benefit greatly from the addition of the Symphony in this space. There are plans to add a public art mural, pop-up performance space, conference room, music practice room, music library, and recording studio.

Bethany Joy Pilates
2202 1st Ave N

Bethany Joy Pilates is a new reformer Pilates studio located in the building that formerly housed home decor retailer, Toad N Willow, before they moved to their current N. 29th location. The Pilates studio owners invested privately to modernize and upgrade the space internally but required a bit of assistance to install signage on the exterior of the building. The sign adds character to the exterior that offers a sense of cohesiveness to the updated interior, it also offers the public a sense of certainty, safety, and wayfinding as they approach the building.
