Cooperative Safety program

The Cooperative Safety Program is funded by the Business Improvement District (BID). The BID is dedicated to making our downtown a safe, clean and inviting place to live, work, and play. The program, established in 2009, is a 15+ year collaboration between Downtown Billings, City of Billings, Billings Police Department, and other social service agencies.

Downtown Police Officers


The Billings Police Department (BPD) assigns up to three Officers, called Resource Officers, specifically to downtown Billings to provide additional presence, visibility, de-escalation training, and assistance over and above the regular BPD services. These dedicated downtown officers are funded by the BID and stationed at the Downtown Billings Association office. These officers patrol all areas within the BID Safe Zone Boundary. You’ll frequently see them in their marked car or on bikes patrolling the streets.

Private Security


SK Security has been contracted by the Downtown Business Improvement District to provide additional surveillance during downtown’s peak visitation hours.

Friday – Saturday

Street Outreach Team


A team of specially trained Peer Support Specialists that work directly with individuals to connect them to appropriate local services specializing in mental health, addiction, and homelessness.

Street Clean Team


A team focused on improving the downtown experience through sidewalk garbage clean up, graffiti removal, public art program, CPTED evaluations, event support, and more.

Billings Police Department


The Billings Police Department (BPD) has a daily standard scheduled patrol of the downtown area that overlays with the specific downtown Resource Officer assignment.

Regular BPD services available to downtown and beyond include:

• Billings Police Officers
• Community Service Officers
• Non-emergency Dispatch

Downtown Billings police vehicle now has an easy to recognize neon stripe on it.

The Downtown Resource Officers have worked with our staff to help launch the following:

Motivated Addiction Alternative Program (M.A.A.P.)

This is a jail diversion program designed to help move an individual toward sobriety and treatment in replacement of jail time. This program is a partnership between:

  • Yellowstone County Commissioners
  • Yellowstone County Detention Facility
  • Riverstone Health
  • Continuum of Care
  • Yellowstone County
  • Community Crisis Center
  • Healthcare for the Homeless
  • and other local and regional providers.

Trespass Enforcement Agreement

A signed Trespass Enforcement Agreement will allow Billings Police Officers on patrol to remove individuals from your property without contacting you each time. The agreement allows the Billings Police Department to enforce trespassing and other misdemeanor crimes in the absence of the property owner or manager.

  1. If you would like the Billings Police Department to issue a no trespass warning or make an arrest in the absence of your presence, you ARE REQUIRED to fill out the Billings Police Department Trespass Enforcement Agreement form linked above.
    • This form is your request and authorization to the BPD to enter the indicated property and enforce Montana Code Annotated § 45-6-203 or other misdemeanor crimes, without you being present.
    • Please review the form carefully and fill out the applicable sections. Upon completion of the form, make a copy for yourself and provide the Billings Police Department with a copy.

  2. If you are present when you observe an individual who is on your property unlawfully, you ARE NOT REQUIRED to have a Trespass Enforcement Agreement form on file with the Billings Police Department. Upon the arrival of the BPD, you may request a trespass warning be issued and the subject be escorted off of your property. 
    • Upon observing an individual who is on your property unlawfully, and it is not an emergency, you may call 406-657-8200.
    • Please dial 911 for life threatening emergencies only.
  3. It is highly recommended that “No Trespassing” and “No Loitering” signage be posted on your property.  
  4. Any enforcement activity made on a property covered under the Trespass Enforcement Agreement program will be relayed to the business owner or their authorizing agent who filed the agreement form. This will be received by the listed phone number or email at the time of the incident. The date, time, case number, suspect name, and case circumstances will be given. If nobody answers the listed phone number, a message will be left. 
  5. This agreement lasts for 1 year from the date the form is submitted. Renewing the agreement is up to the business and its representatives.
    • The business owner or authorized agents will be requested to cooperate fully in the prosecution of anyone who is arrested for a violation of any local or state law, including trespassing or vandalism on the property listed in the agreement.

Community Impact Study

The purpose of the Community Impact study is to show the monetary impact our target population has on emergency services and local medical facilities. Our target population was termed Chronic High Utilizers.

The goal of the Community Impact Study is to show the need for a program for this small
subset of the population that has frequent interactions with emergency services and medical facilities at a rate significantly higher than the general population.

De-escalation Training

Have a downtown Billings Resource Officer visit your office to provide training for staff on tactics to prevent escalation of conflict while waiting for law enforcement to arrive.

CPTD property evaluation

Properties within the Business Improvement District and Downtown TIF District are encouraged to sign up for a FREE Crime Prevention Through Environmental Design (CPTED) property evaluation. CPTED is a crime prevention evaluation technique that foes beyond traditional security, making recommendations for changes to increase safety or to address existing crime and safety concerns.
