There are currently 3 City parking garages, 5 City lots and 949 meters in downtown Billings, with a total of 3,310 parking spots (prior to diagonal parking installation). The City has completed the diagonal parking expansion plan, has paved the former Arcade Bar lot for free parking and has plans for an addition to the Park 2 garage, all of which has or will contribute a large number of additional spaces for downtown business owners, employees and patrons to utilize. Also, in 2014, the Empire Marketplace is scheduled to open, which will add much-needed additional parking to Downtown Billings.
The City of Billings is in the process of creating a Parking Strategic Plan for downtown, and the public was invited to participate in shaping the plan’s recommendations during a series of meetings the first week in August.
On August 5-8, parking professionals from around the country came to Billings to meet with City staff, representatives from the Downtown Billings Association and community stakeholders. This “Parking Expert Advisory Panel” process is an effective community engagement tool designed to help identify existing issues and develop creative, yet practical recommendations that will be incorporated into the larger Parking Strategic Plan.
The Advisory Panel process was led by President of Civitas Consultants LLC and former International Downtown Association President, Dave Feehan, and featured the following panelists:
