PARKING SURVEY

The City of Billings is in the process of creating a Parking Strategic Plan for downtown, and the public is invited to participate in shaping the plan’s recommendations during a series of meetings the first week in August.

On August 5-8, parking professionals from around the country came to Billings to meet with City staff, representatives from the Downtown Billings Association and community stakeholders. This “Parking Expert Advisory Panel” process is an effective community engagement tool designed to help identify existing issues and develop creative, yet practical recommendations that will be incorporated into the larger Parking Strategic Plan.

The Advisory Panel process was led by President of Civitas Consultants LLC and former International Downtown Association President, Dave Feehan, and featured the following panelists:

• L. Dennis Burns, Senior Vice President, Kimley-Horn & Associates, Phoenix, AZ (Overall Project Manager)
• Max Clark, Parking & Facilities Director, Capital City Development Corp., Boise, ID
• Anne Guest, Director, Missoula Parking Commission, City of Missoula, MT
• Jeff Petry, Parking Manager, City of Eugene, OR
• Vanessa Solesbee, President, The Solesbee Group, Denver, CO (Project Asst. Manager)

There will be two opportunities for stakeholders to meet and share feedback with panelists, so please consider joining the conversation during one or more of the following meeting times:

WEDNESDAY, AUGUST 6

8:30 – 10:00 AM: Public Stakeholder Introductory Meeting

  • Location: Valley Federal Credit Union (207 N. Broadway), Lower Level by Back Porch Deli
  • Purpose: Introduce panelists and panel process
  • Open to all attendees

10:30 AM – 5:30 PM: Small Group Stakeholder Meetings

  • Location: City Hall Conference Room (210 N. 27th Street)
  • Meetings will be kept to 50 minutes and discussions will be focused on the particular parking/transportation issues that the following groups face:
  • 10:30 AM: Alternative transportation providers/advocates
  • 11:30 AM: Merchants, retailers and business owners/managers
  • 1:00 PM: Property owners, developers and commercial realtors
  • 2:00 PM: Community and economic development groups
  • 3:00 PM: Restaurant, nightlife, arts/culture and entertainment venue owners, managers
  • 5:00 PM: Downtown residents and residential property owners

 

THURSDAY, AUGUST 7

8:30 – 10:30AM: Focus Group interviews cont.
• Location: City Hall Conference Room (210 N. 27th Street)
8:30 – 9:20 AM: Parking staff or Interim City Parking Manager
 9:30 – 10:20 AM: Parking Advisory Board

6:00 – 8:00 PM: Panel Presentation of Preliminary Recommendations

  • Location: Valley Federal Credit Union (207 N. Broadway), Lower Level by Back Porch Deli
  • Open to all attendees
